Get paid to insulate: local utility rebates for Southern Utah homeowners

Two local utility programs put real cash back in your pocket for qualifying attic, wall, and floor insulation upgrades. D2 Building Solutions is a long-standing approved partner for both programs, so we handle the paperwork and know exactly what it takes to qualify.

D2 Building Solutions has a 15-year history as an approved contractor for: ThermWise® Weatherization Program AND Rocky Mountain Power Wattsmart® Home

Two programs, one insulation project

If your home has both a natural gas and an electric utility account, you may be able to combine a ThermWise Weatherization rebate with a Rocky Mountain Power Wattsmart Home rebate on the same insulation project. Rebate amounts are paid per square foot of qualifying insulation installed and vary by how much insulation is already in place.

Why attic insulation matters so much in our climate

On a hot Southern Utah summer day, an under-insulated attic can climb past 140°F while the living space below stays a comfortable 73°F — and that heat radiates straight down into your home, forcing your air conditioner to work overtime. A properly insulated (and air-sealed) attic, with a full layer of blown-in insulation like the one shown above, is one of the single most effective upgrades for keeping that heat out and easing the strain on your HVAC system through our long, hot summers.

D2 Building Solutions has served as an Approved Contractor for the ThermWise program for the past 15 years. Let us help you navigate the ins and outs of this program.

ThermWise® Weatherization Program

Natural gas efficiency program · administered by Enbridge Gas (formerly Dominion Energy / Questar Gas) for Utah, Wyoming & Idaho customers

Qualifications

    • Final attic R-value must land between R-49 and R-60 – going higher than R-60 does not increase the rebate
    • Insulation may be self-installed or completed by an authorized ThermWise contractor (D2 Building Solutions is an authorized contractor)
    • Separate application forms apply for single-family vs. multi-family properties Restrictions
    • Multi-family properties with 4+ units require a pre-qualification inspection before work begins
    • If the rebate payee is not the utility account holder, a property owner addendum form is required
    • Apply online through the ThermWise Rebate Center by mail or email after installation
Rocky Mountain Power Wattsmart® Home Program

Electric efficiency program for Rocky Mountain Power residential customers in Utah

Qualifications

    • Existing single-family home only — not new construction or manufactured homes
    • Home must be more than 10 years old
    • Served by Rocky Mountain Power on residential rate schedule 1, 2, or 3
    • Home cannot rely solely on evaporative cooling, room A/C, oil heat, or wood heat

Restrictions

    • Insulation must be new material — used or repurposed insulation does not qualify
    • Must be installed only between conditioned and unconditioned space
    • One rebate per insulation type, per area of the home — a lifetime limit, not annual
    • Application must be submitted within 180 days of project completion, with RMP account number and itemized invoice

Amounts shown are the approved 2026 Wattsmart Home rebate levels. Rebate rates and eligibility rules are set by Rocky Mountain Power / Wattsmart Homes and can change. D2 Building Solutions confirms current amounts and documentation needed before your project begins.

Start With a Home Energy Audit

Before your insulation project begins, we recommend you start with an audit to determine all the ways you can benefit.

Both ThermWise and Rocky Mountain Power offer their own home energy audit, and we strongly encourage homeowners to take advantage of one before starting an insulation project. A professional walk-through documents your home’s current insulation levels up front, confirms exactly which rebate tier you qualify for, and streamlines the approval process once your project is complete.

ThermWise Home Energy Plan

You receive a personalized report showing which ThermWise rebates your home qualifies for when you:

    • Schedule an in-home visit from an energy expert (about 90 minutes) – the $25 cost is refunded as a bill credit when you complete a rebate-qualified upgrade OR
    • Complete a free mail in self-assessment
    • To schedule your energy audit, call 1-888-324-3221 or email In-HomePlan@ThermWise.com
    Wattsmart Home Energy Assessment

You can identify your home’s energy saving opportunities and receive a direct link to available rebates when you:

      • Schedule a phone or in-person assessment with a Wattsmart energy assessor OR
      • Take a free self-guided online assessment – 5-10 minutes on your phone or tablet

Not sure which rebates your home qualifies for?
